The
current roster of Community Planners, LLC associates represent the
full range of facility planning and management services – life
cycle analysis, maintenance planning, construction planning, construction
bidding, construction management, project administration, and A & E,
and property management – our customers require.

projects cited in previous portions of this RFP response.
Associates are as follows:
Damian Colden (PE): Facility Planning
Damian Colden is a Professional Engineer with over 17 years experience
in facilities management. Included is experience in maintenance management,
environmental programs, energy programs, construction project management,
process automation and systems training.
Prior to retiring, Mr. Colden served as the U.S. Navy's director for
facilities management throughout the Western Pacific. His primary focus
was assessment of the adequacy of facilities maintenance organizations
and capital programs management.
Damian currently provides engineering management consulting services
to Public and Assisted Housing Agencies nationally. He has served on
several HUD Recovery Teams as both Maintenance and a Modernization
Consultant.
David Connell and Associates, Architects (AIA): Project Planning and
Design
David Connell has been a Project Manager, Project Architect and Designer
of many projects over the last thirty years. His practice has ranged
from new construction, renovation work (conventional and historical),
and interior architecture. Mr. Connell is currently working on renovations
to the City of New Haven Hall of Records, an Adult Day Care facility
for the Mary T. Wade Home (New Haven, Connecticut), and a new aquaculture
facility for the Sound School (New Haven, Connecticut).
Mr. Connell has been associated with a number CPLLC projects...most
recently, window replacement at the New Britain Housing Authority and
replacement of roofs at Caswell Cove (Milford, Connecticut).
Mr. Connell provides design consulting work should Owners, or projects,
require these services.
Michael Gardocki: Inspection Services
Mike Gardocki has worked in the construction and real estate industry
since 1976. He founded ALLSPECT Home Inspection Services – a
full service home inspection company based in Milford, Connecticut – in
1984. Mr. Gardocki is a Member of the American Society of Home Inspectors
(ASHI) and serves as an instructor for ASHI continuing education
curriculum. He also holds advanced credentials including a Supervisory
Termite License.
Mr. Gardocki provides complete home/property inspections, special
testing services addressing (radon/water quality concerns and other
suspected
health hazards) for CPLLC projects.
James K. Grant, P.E
A registered Professional Engineer – Connecticut,
Massachusetts, and Rhode Island - James Grant has been providing
engineering services
to a diverse client base since 1984. He is Co-editor of the Legal
Handbook for Architects, Engineers and Contractors (Published by Clark Boardman
Company, Ltd., NY.); and, a former member of the Planning Commission,
Canton, Connecticut.
Mr. Grant provides services relative to structural design, structural
investigations, and rehabilitation/stabilization of historic buildings
for CPLLC and its clients.
James Paul Haynes: Project Management and Inspection Services
Paul Haynes has been involved in project planning/management for over
twenty-six years. Paul began his professional life as an Industrial
Designer (AA in Drafting Technology, Gaston College (North Carolina),
1973 and quickly moved into full time work in capital projects involving
plant modernization/expansion and residential consulting …culminating
in Vice President of Project Management Services for Plant Technology
International (Burlington, Ontario).
Mr. Haynes
creates specification/design documents (wage review) as well as handles
project management (including Davis Bacon
wage interviews)
and administrative tasks for our clients. Over the last eighteen months,
Mr. Haynes has been the Project Manager for CPLLC projects that exceed
$3.5 million in construction costs…including $1.5 million of
federally funded work.
Carol Henderson, Desktop Publishing and Project Administration Services
For the purpose of this project, Ms. Henderson will provide all payroll
review and administrative support services associated with this contract.
After spending over twenty years as a Project Manager and Publisher
Liaison in the publishing industry, Carol Henderson established her
own company, Horizon Designs. She provides clients with word processing,
spreadsheet, administrative support, and graphic design services.
Ms. Henderson has received HUD training in monitoring/administering
Davis-Bacon, Section Three, EEO, and Fair Housing regulations connected
with federally funded projects. She performs regulatory administration
and reviews/monitors wages for federally funded projects.
Stephen Matyasovsky: Inspection Services
Mr. Matyasovsky has worked in the construction and real estate industry
since 1974. He is a Member of the American Society of Home Inspectors
(ASHI) and currently works as a independent construction/home inspector
for realtors, lending institutions, and nonprofit program managers
throughout Connecticut.
In addition to complete construction/home/property inspections and
reports, Mr. Matyasovsky also provides Labor Interviews for CPLLC clients
on federally funded construction/modernization projects.
For the purposes of this project, Mr. Maytyasovsky will provide field
supervision/inspection services as needed.
Donald Proto: Project Planning and Design (Energy Specialty)
A trained architect, Donald Proto has worked as a Project Planner since
1981. He currently specializes in planning strategies for short and
long term capital improvements and preventive maintenance programs – primarily
energy related - for various clients.
This includes Needs Assessments, Energy Audits, HUD Uniform Physical
Condition Standards (UPCS), and Inspections and Lose Control Reports.
Mr. Proto also provides consulting services for the insurance industry,
providing Loss Control and Building Inspection reports, to a number
of national insurance companies.
Alan St. George: Project Management and Inspection Services
Alan has more than ten years in Design Development and Construction
Documentation for Architectural Firms . . . primarily residential condominiums,
schools, corporate buildings, and medical building renovations.
In addition, he is a Licensed Home Inspector (State of CT) radon certified
(licensed and insured). Mr. St. George is the sole proprietor of Patriot
Home Inspections LLC, offering home inspection services, statewide.
He is a member of American Society of Home Inspectors (ASHI)
Robert Sullivan: Engineering, Inspection, and Project Management Services
Mr. Sullivan, a Yale graduate in Civil Engineering, has been in the
construction business for 42 years. During the majority of his career,
he operated his own construction company. More recently, he has served
as an Owner’s Representative on a number of institutional and
federally funded construction projects: – public schools, churches,
libraries, and affordable housing developments in excess of $24 million.
Mr. Sullivan provides estimating, specification/plan review, construction/project
management, inspection services, and Davis-Bacon interviews.
